The legislation prohibits the condemnation of private property to prevent or eliminate slum or blight conditions or to abate or eliminate public nuisances, and also bans the transfer of seized private property to private parties for a period of ten years following the condemnation. Advocates believe these provisions together will largely eliminate the government's ability to abuse the power of eminent domain.
